ACS CAN Increasing Access to Care:  Implementing Provisions of the Affordable Care Act

Roughly half of all cancer deaths in the US are preventable, and scientific breakthroughs are leading to better screening tests, treatments and prevention methods.  But for decades, millions of Americans have faced barriers to accessing the lifesaving care they need because of skyrocketing health care costs or because they have been denied coverage outright.

In fact, the American Cancer Society’s own peer-reviewed scientific studies show that people without health insurance are more likely than those with health coverage to be diagnosed with cancer at advanced stages, and more likely to die from the disease.  The Society and ACS CAN have long sought to eliminate these barriers and ensure that people with cancer and their families nationwide have access to quality, affordable health care.

The Patient Protection and Affordable Care Act (ACA), signed into law in 2010, contains numerous provisions important to people with cancer and their families.  ACS CAN and its partners fought hard to ensure patient protections that directly improve access to care were in the law, and lawmakers from both parties support many of the specific measures, including those that:
·        Ban pre-existing condition exclusions.
·        Eliminate annual and lifetime benefits limits.
·        Guarantee health coverage to all applicants.
·        Prohibit insurance companies from charging people more for coverage because of their health status.
·        Allow states to increase the number of uninsured people who receive health coverage through Medicaid.
·        Refocus the health care system on disease prevention and early detection.

These patient protections are helping to make progress toward the nationwide goals adopted by the Society’s National Board of Directors in 2006 to significantly reduce the number of cancer patients and survivors who are uninsured or cannot afford lifesaving care.
